The Engineering COO - Programs & Governance team works with a broad set of stakeholders to deliver successful organizational outcomes by collaboratively planning, executing, and leading programs with a focus on efficiency, risk mitigation, and transparency.
As a Program Manager in the Programs & Governance team, you will join a dynamic team responsible for building cultures of collaboration and driving the execution of business-critical and strategic initiatives. In this capacity, you will be aligned with the Data organization (Data Management Lab- DML) and have the opportunity to guide leaders and teams and establish the right fit structure and processes while building relationships with various stakeholders in product, data, and engineering teams. DML is responsible for supporting the development, enablement, and implementation of data management best practices that enable the delivery of "ready-to-use" data.
As a Program manager, you will play a pivotal role in driving successful program outcomes by collaborating closely with product partners and ensuring a seamless interaction between our teams and internal clients. This role requires a blend of strong program management skills, client-facing experience, financial domain knowledge, semantic data modeling, and the ability to foster effective partnerships with product teams. The day-to-day will vary, some days you may be helping teams prepare and upskill for upcoming initiatives. On other days, you may be performing a cost-benefit analysis in order to optimally prioritize roadmaps. Your work will touch a multitude of domains across Bloomberg, covering many departments like Product, Data, and Engineering. We will trust you to:
• Serve as the primary point of contact for stakeholders, throughout the program lifecycle (i.e. initial onboarding to maintenance).
• Work closely with stakeholders, incorporating agile and lean methodologies to understand and influence their value propositions, requirements, dependencies, and priorities.
• Work closely with Product, Data, and Engineering teams to help define and prioritize deliverables across stakeholder and product owner requirements.
• Demonstrate in-depth knowledge of semantic technologies and their applications in the financial domain to clients.
• Coordinate and influence training sessions (under the guidance of the training team) for clients on utilizing semantic technologies effectively.
• Create, Own, and Implement a sustainable and scalable onboarding process to pipeline teams prior to engagements.
• Oversee and coordinate program-wide risk management, project interdependencies, and cross-team collaboration, ensuring all milestones and deliverables are met on time and in scope.
• Establish program governance workflows and systems, ensuring efficient program delivery.
• Define program success metrics and implement reporting procedures for standardized communication of program performance to senior management and stakeholders.
• Be able to work in a fast-paced, dynamic environment requiring good judgment and flexibility.
• Drive internal process improvements across multiple teams and functions.
• Work independently with minimal supervision.
You'll need to have:
• 4+ years of direct work experience in a program/project management capacity, including all aspects of process development and execution
• Deep understanding of semantic web technologies (RDF, OWL, SPARQL) and their application in the financial domain.
• Deep understanding of functional areas within the organization, with the ability to translate business requirements into program objectives.
• Exposure to the financial domain, over multiple asset classes (e.g. fixed income, equities, commodities, etc.).
• Demonstrated success in driving process improvement initiatives and optimizing complex workflows
• Familiarity with managing schedules and nurturing cross-group collaboration across multi-disciplinary teams
• Facilitation experience to drive decision-making in a multi-stakeholder environment through transparency and data/visualization
• Organizational and coordination skills along with multitasking experience to get things done in an ambiguous and fast-paced environment
• Experience in working both independently and in a team-oriented, collaborative environment is essential.
• Ability to elicit cooperation from a wide variety of sources, including upper management, stakeholders, and other departments.
• Outstanding written and verbal communication skills
• A Degree in Computer Science, Engineering, Finance, similar field of study or equivalent work experience
We'd love to see:
• Exposure to the Bloomberg Terminal and/or Enterprise data products
• Previous experience leading business programs across multi-disciplinary teams.
• Demonstrate an understanding of software engineering, software development, or project management fundamentals that affect code implementation and customer experience.

Salary Range: 110,000 - 210,000 USD Annually + Benefits + Bonus
The referenced salary range is based on the Company's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level.
